Not every business is ready to outsource its public relations.

For some, spearheading elements of public relations in-house makes a lot of sense.  Perhaps the company employs a seasoned marketing professional who has experience pulling together components of a PR plan. In the short term, he or she can do just enough to get by.  Or the company is going through a transitional period and is without leadership and direction. Maybe PR isn’t a high priority due to budget constraints.
